how on 8.2.1?

shift + enter = only can install .ipsw files

yes I did shift + Update on my PC, windows XP and it only allowed me to chooce .ipsw files. how come?

How to Install ipcc file

(1) You need to install the ipcc file using iTunes 8.1x (not iTunes 8.2 / 8.2.1), iTunes 8.2 pre-release is also OK, if you have it via the developer program.
(2) Download the ipcc file and don't unzip it. Use save as and placed it on Desktop and connected iPhone to iTunes.
(3) Hold shift and click Check for Updates (Mac Use option + click check for Updates), Navigate to the ipcc file and open it. Re-sync iPhone and restart iPhone if necessary.

Instructions to enable import ipcc file for iTunes 8.2 / 8.2.1

For Mac Terminal, type 
defaults write com.apple.iTunes carrier-testing -bool TRUE

every time I download that .ipcc, after that my Mac must expand it! how can I stop it? and it should show it as a .html format, how can I fix it?
after I follow the procedure of iClarified, it is the same, it still can't import the .ipcc, what can I do?
